If you land this, in a follow-up CL could you change
//extensions/browser/mojo/keep_alive_impl_unittest.cc so it doesn't also call
set_extension_system_factory()? It won't need it, or the
TestExtensionsBrowserClient.  Or assign a bug to me and I'll take care of it.
