Remove gcm channel state supported by sync service.

This is not longer needed after we have a generic gcm channel state.

Yes, this patch removed some sign-in related codes, but it is not complete. We
do not need the gcm channel state that is exposed via sync service since now we
have a generic gcm channel state provided by GCMChannelStatusSyncer.

For zea's question, we also need to remove the browser prefs used here.
