[Android] Import Android's SwipeRefreshLayout

[Android] Import Android's SwipeRefreshLayout

Pull the necessary files from Android's app compat library (v4) to reuse
the SwipeRefreshLayout. This allows perfect reproduction of the
platform pull-to-refresh style while accomodating differences inherent to
Chrome's asynchonous input pipeline.

Integration of and necessary changes to this effect will be performed in

Ted, this change is in anticipation of adopting the compat pull-to-refresh
effect more or less wholesale for Chrome (with a few changes per the follow-up
https://codereview.chromium.org/894193005/). It was recommended I put the source
code here.

Per offline discussion, let's hold off on review here until we get a better
signal from GPU folks that this approach will work (in the medium-long term).

updated the comment to reflect that this library will be modified in follow-up
patch for Chrome interop.

cpu@: This addition is Android-specific, and is only required within the chrome/
layer. I'm happy to move it there if you feel that a more appropriate location
(honestly I'd feel more comfortable with it there, particularly given how small
the addition is, but I'm fine either way).
