Add more OWNERs to content/public/android

Also fix WebView resource config to not try to include OWNERS files from
resource directories in its APK, as the regular Android build does.

I fixed up the patch to not break the AOSP bot by doing as suggested in the
previous CL. If this looks okay to you feel free to just send it straight to the
CQ.
