Lower sync breakpad upload rate to 1%

1% is a lot less noisy than 15%, and still gives up some visibility into new
regressions.

As I understand this will lower frequency of some already investigated crashes,
for example the one tracked by crbug.com/452594.
Are there any plans to increase back later once the stability improved?
