Nit: it just occurred to me that if we want to avoid adding two files just for
these two simple types, we can move them to signed_certificate_timestamp.{h,cc}.
You can do this in a follow-up CL if you think it's a good idea.

The main point is that net/ssl/ssl_info.h (where these two types were declared)
is not the right place to declare these two types.
