Update SSL/malware/net error interstitial design
+ On small screens the navigation buttons are anchored to the bottom of the screen.
+ Tweaks to the text colour
+ Change button styling of safe browsing page

A thousand apologies that I'm getting you to review this same code again for the
third time. 

Some errorpage browser tests were failing on CrOS builds but for some reason the
try bots were still passing the patch as okay and allowed the previous CLs to be
committed. 

There seems to be a race condition so the #details div is hidden after the link
is clicked. I've added a check in interstitial_v2_mobile.js which fixes the
problem.

linux_chromium_chromeos_rel_ng trybot result from patchset 1 (look for
ErrorPageTest.DNSError_DoSearch):
