This adds an option to enable ChannelMojo on ipc_fuzzer.

On Chrome (RenderThread/RenderProcessHost), it's hard-coded.
However I'm making it selectable here as it's not definitive if the hard-coded
fact isn't change.
If it sticks, this flag won't be needed anymore and we'll be able to hard code
it.

The reason for reverting is: The flag was wrong. It needs finer configuration..
