Move win8_chromium_gn_rel out of the CQ since their median time is high.

Move win8_chromium_gn_rel out of the CQ since their median time is high.

Currently the median cycle time is in the 50s, which is higher than what we look for in trybots on CQ. Some upcoming improvements:
-using GOMA
-using analyze.py
