Captive portal interstitial: Use the same string for page title and header.

I've noticed that the localization of the strings are done differently, so
it's better to use the same string for both.

This seems like an issue to bring up with the localization/translation team (eg
with screenshots showing how they are being translated differently). It would
likely be worthwhile to mention this consistency issue, because I'm sure it's
happening elsewhere too.

But the change lgtm as a way to fix this specific instance.
