mechanical rename of base::debug -> base::trace_event for /cc

This is the last stage of the trace_event directory restructuring.
This is part of a set of 3 CLs which is moving tracing clients to use
the new base::trace_debug namespace.

Please don't merge this CL even if you get a LGTM. I'd like to have all these
CLs pushed back to back in one morning to avoid complications with reverts
happening in the middle.


Also, please consider adjusting the CL description to be something like:

Actually I think that there is one small piece missing.
In this CL you should also revert the annotated forward declarations that you
are introducing in crrev.com/882673002 (but only for cc/ obviously).
You shouldn't need anymore after this cl, right?
