LocalizedValuesBuilder moved to components/login.

LocalizedValuesBuilder moved to components/login.

In addition |prefix| parameter added to constructor. If prefix is given, it is
added to the beginning of every registered key.

You shouldn't need the base dependency. It's in src/DEPS already.
