IPC Fuzzer: Enable ChannelMojo if it should be enabled.

Now Chrome start using ChannelMojo. The ipc_fuzzer has to
follow the move.

I think so. ChannelMojo is enabled only for the renderer and
the process typee is decided by the --type flag and nothing else.
