Re-land: Tweak output of (memcheck|drmemory)_analyze.py.

Re-land: Tweak output of (memcheck|drmemory)_analyze.py.

Wrap error reports in "### (BEGIN|END) MEMORY TOOL REPORT". This will allow us
to extract them with GTestLogParser and use them as snippets.

Re-land with syntax errors fixed.
