[Cronet] Rename UploadTestServer.java to NativeTestServer.java

[Cronet] Rename UploadTestServer.java to NativeTestServer.java

UploadTestServer was originally intended for testing uploads.
This CL renames it to NativeTestServer, since it has been used as a general test
server.
