Handle --kiosk correctly when the browser is set to "Continue where I left off".

BUG=94843
TEST=Set startup mode to "Continue where I left off".  Relaunch with --kiosk and verify the browser goes into kiosk mode.

This is actually a second attempt at http://crrev.com/54643 -- I'm going for
"longest time between revert and reland in history".

I don't think the SetLastActive() tweak for Linux in that CL should be necessary
anymore with Linux Views, though admittedly I haven't tested (lacking a Linux
box).
