Restore debug allocator functions.

These are needed for Debug builds when using allocator_shim.

These were accidently removed in r312720.

Turns out we don't have any Debug component=static_library bots, because we
can't link Debug static chrome.dll and chrome_child.dll.

We might want to consider having a Debug static bot for perhaps just
base_unittests and allocator_unittests.

This is a straight verbatim restore of the old functions.
