Don't do auto-enrollment if the write protect switch is off.

Don't do auto-enrollment if the write protect switch is off.

Rationale is that disengaged write protect switch indicates the user
already has control over firmware and VPD contents, trying to force
enrollment in this environment doesn't make sense.

This name is consistent with system::kWriteProtectSwitchBootKey, which is
consistent with the underlying crossystem value named wpsw_boot. So I'd rather
keep the name.
