Make it possible to bisect builds of Chrome for ChromeOS

At first glance the only reason we can't bisect Chrome for Chrome OS is that the
archive seems to be missing the file icudtl.dat.

I hacked the script to just copy the version of this file from the current
checkout to the extracted archive when running it, and at first glance it seems
to work, though I haven't tested it extensively yet.

How important is it to get the correct version of this file? Is it likely to
cause problems if we use the wrong version?

I do not know much about that file either, but the patch lgtm.
I don't think it causes problems if the version is wrong.  The behavior may
change, but the effect would be limited.
jshin@ would have deeper insights.
