Although there is a new ARM-specific file celt/arm/celt_neon_intr.c, it is used
only when the OPUS_ARM_NEON_INTR macro is defined. Since we don't define the
OPUS_ARM_NEON_INTR macro, I didn't add celt/arm/celt_neon_intr.c to our build
system.

A revert of this CL (patchset #3 id:40001) has been created in
https://codereview.chromium.org/899623002/ by henrika@chromium.org.

The reason for reverting is: This CL breaks WebRTC in Chrome since the new Opus
version is not bit-exact with the previous version..
