this revert revert includes bumping the picture version #

The original CL forgot to do that, but clearing SkBitmap::flatten() was writing
the fConfig, which has now been renumbered, so we need to bump the version.

Hmmmm, what do you think about "flattening" a 4-byte tag for 'config', something
that is slightly unique, and not sensitive to renumbering (for the future)?

e.g.

kA8_Config ==  'A8  '
kRGB_565_Config --> '565 '
kARGB_8888_Config --> '8888'
kIndex8_Config --> 'I8  '

?
