I don't think there is an about:flags option for this. I'll land this after the
blink change lands.

crrev.com/43133300, not landed.  I thought I'd expose the feature once was
it's at least somewhat official. Not sure that's a sensible way of thinking
about it.. :)

It definitely makes sense to wait with it as long as we are experimenting with
many sometimes only subtly different strategies.
