Moved declare_args for enable_oilpan from Source/config.gni to public/features.gni

Moved declare_args for enable_oilpan from Source/config.gni to public/features.gni.

This makes enable_oilpan value public and chrome can know whether a given binary is oilpan-enabled or not during compile time.
