I think we should check this in now, so we're using the latest, but long term,

you be the judge here. I know when I build for Android, it downloads from files
automatically, which are not checked into the tree. Can we do the same thing
here? Then it could update itself, perhaps?

I've got a request out to the Android team about the best way to support
cpufeatures in the NDK's standalone toolchain.
