Update the network service from the Mojo repo.

The corresponding Mojo change at
https://codereview.chromium.org/832683005/ changes the source-of-truth
for the network service from the Mojo repo to Chromium.

Hi James,

ptal. This is a mechanical update from the ToT mojo.

Note that during the transitional period we will be in a weird state when this
code is developed in Chromium against one version of forked mojo/common helpers,
and built in Mojo against another version.

I guess we have to live with it - wdyt? Do you think we should we update the
relevant helpers (mostly handle_watcher) from Mojo at this point?
