why is this a dictionary rather than a typed object?

Because |create_params| needs to be a DictionaryValue to get passed into
CreateGuest() at the other end of the IPC in
OnExtensionCreateMimeHandlerViewGuest. It is also consistent with
|attach_params| in ExtensionHostMsg_AttachGuest right above.

Okay, I replaced the DictionaryValue with an IPC struct.
