Add support to bisect nonofficial Android builds from tip of tree bot.

This change will allow Googlers to bisect over Android builds at a finer
grain than what is currently possible (currently can only bisect over
official builds for Android).

This CL adds support to bisect builds from one of the downstream bots. 

To answer some questions you might have...

The Chrome Android repo doesn't have SVN revision numbers so I use "git numbers"
to order the revisions which are generated from the buildbot and uploaded to the
GS bucket alongside the builds.

I needed to download the builds using gsutil (all other builds in the script are
downloaded with urllib by just visiting the download url). This is because with
this bucket you are redirected to a Google login page in order to download. Was
just simpler to use gsutil which has to be setup anyway.

Example:
./bisect-builds.py -a android-arm -g <git hash from Chrome Android repo> -b <git
hash from Chrome Android repo>
