Tweak the "CrWinClang Tester" test list.

Tweak the "CrWinClang Tester" test list.

Two things:

1. Reorder tests to match the order the non-recipes builders
   currently run tests in, to see if the same tests as previously
   run more easily.

2. The test json stuff doesn't call ChromiumFactory. _AddTests()
   for the test list, so expand the tests that need it manually.
