Shouldn't we align this with [Exposed] for XMLHttpRequest?

Thanks. As per my reading and understanding, I think We should align [Exposed]
for both XMLHttpRequest and XMLHttpRequestEventTarget interface. Aligning this
with XMLHttpRequest. Please share your suggestions.
