I believe we also have to disable the benchmarks themselves in
tools/perf/benchmarks/oilpan_gc_times.py. These are the unittests that ensure
the benchmarks will work on the perf waterfall. If they fail, then the benchmark
itself is guaranteed to fail to. Mechanically, you do that w/ the same decorator
here. Once that's done, this lgtm
