I'm hoping Mark lands a DEPS roll today. I'll remove this if it doesn't happen.

I just updated the release notes. The last DEPS roll missed the branch by 22
commits, so I moved some of the features to 42.

As it turns out, the VideoDecoder wasn't really available for M39 because I left
the whitelist checks in. This was reported, and I fixed it on trunk before M41
branched, and I merged it back to M40.
