Hmmm, so this is actually not the counterpart to Initialize(). Maybe a different
name would be better then. ReleaseDevices()?
Because IIUC you don't have to call Initialize() after you called Shutdown(),
but you do have to release all devices although you don't specifically open
them. (The comment almost suggest that there should be OpenDevice, CloseDevice.)
