[rAC OSX] Style legal documents text.

* Add padding around the text.
* Use the same font as what's used in the notifications.
* Set the font color.

Yes, but SkColorSetRGB is a function - which needs to be invoked before main()
to ensure the var is initialized...

Pretty sure that's fine, as there aren't any objects involved.  It's not too
much different from
