Introduce web::TestWebThreadBundle

Introduce web::TestWebThreadBundle

Introduce web::TestWebThreadBundle that delegates to
content::TestBrowserThreadBundle until web::WebThread
has a proper implementation on iOS.

Build public/test/test_browser_thread_bundle.cc on iOS.

to a //content OWNERS to get the approval for the new DEPS and for compiling a
new file on iOS upstream (only temporarily during the upstreaming effort, and
only for test targets).

//content/public/test/test_browser_thread_bundle.cc

Note that I also enable the compilation of that file on iOS. I think this is
okay since this file is just a helper to write tests and the file has been
compiled and used downstream for some time. It does not depends on anything else
that was not build previously on iOS.
