Move virtual setSurfaceReady to non-virtual StartCompositor.

Move virtual setSurfaceReady to non-virtual StartCompositor.

This method is no longer part of the blink APIs that
RenderWidgetCompositor implements, so make it non-virtual and follow
chromium style.
