Remove the http package from the repo.

Remove the http package from the repo.

This also does away with the pub_packages build target.

This whole target was created when I thought I'd be able to move forward with my
barback-based cross-platform import fix. But that never landed so this has never
done anything substantially different than the normal pkg_packages target.
