Enabling Auth browser test for Chromoting on Windows.

I have tried running the Windows build of the Auth test
locally and on a swarming bot and it consistently passes
(both for v1 and v2 webapp).  Therefore, as discussed with Anand
I will enable Auth test for Windows, for v2 webapp.

In the long-term we should extend coverage to v1 webapp,
but this requires refactoring how parameters are passed to the tests
(and is tracked by chromium issue here:
https://code.google.com/p/chromium/issues/detail?id=423581).

Please note that this
1) should preserve test coverage for Mac
2) switches Win test coverage from webapp.v1 to webapp.v2
3) adds Auth to Win test coverage

(2) is a bit undesirable, but as you pointed out in an email it cannot be
avoided without first fixing

Assuming this change has been tested against a Windows and Mac Swarming bot and
passes without flakiness, LGTM. 

Adding Jamie as reviewer, as he has committer privileges.

Yes - changes are tested against Windows swarming bot.  I've double-checked
today, and they passed 3 times both for Release and Debug.

I am still trying to get Chromoting Browser Tests going for Mac.  OTOH, the
changes are preserving the command line for Mac, so I think it should be fine to
check-in as-is.
