Instrumenting URLRequestJob::ReadRawDataHelper for jank.

We know that URLRequestJob::ReadRawDataHelper causes 22.3 jph.
Instrumenting further.

Just a note that this is probably the only line in the OnRawReadComplete call
that takes a significant amount of time.  May want to instrument it now, to be
absolutely sure of that, if that turns out to be the cause.
