Don't force full invalidation of child in SubtreeLayoutScope::setNeedsLayout

setNeedsLayoutAndFullPaintInvalidation was when we changed not to
always fully invalidate on layout. This change cleans up the one
in SubtreeLayoutScope::setNeedsLayout

The following tests have changed paint invalidation coverage:

fast/repaint/dynamic-table-vertical-alignment-change.html
fast/repaint/intermediate-layout-position.html
fast/repaint/repaint-table-row-in-composited-document.html
svg/custom/marker-viewBox-changes.svg
svg/filters/filter-refresh.svg

I have checked them to ensure there is no under-invalidations.

The listed 5 are about change of coverage of combined rects. The other
differences are about overlapping rects.
