Everything is copy-pasted except for:
 - The save password tests, which have been rewritten: they no longer load a
webpage and test that passwords are autofilled (this is already tested in
password_manager_browsertest.cc). They just test that toggling the save
passwords switch on or off actually changes the native preference.
 - a few lines in SearchEnginePreference (see the diff from patch set 2 to 3)
because the old code was actually broken in the case that TemplateUrlService
wasn't yet loaded.
