Removed ClientRestrictingServerMixIn from the policy testserver.

Removed ClientRestrictingServerMixIn from the policy testserver.

This mixin restricts connections to the server to clients on the same machine. This restriction made sense in the original testserver since it was used for running local tests only; the policy testserver however is useful to test Chrome OS images in VMs and physical devices, which have a different address then the server's.

I'd prefer to remove the ClientRestrictingServerMixIn altogether. I remember
something about isolating tests as the reason why it's there, but I don't feel
strongly about either change.

I do want a way to connect to a testserver from another machine though :-)
Manually fixing this script every time is not fun.
