I don't see why this is necessary, doesn't URLRequestContext initialize it to
NULL already?

I also thought about this, we should probably use HttpServerPropertiesManager
for the system URLRequestContext too. There's no reason this should be tied to a
profile.

Leave that as a TODO. This changelist is getting large enough as is.
