Doesn't belong in this CL, but could consider a 10-30 second delay here on
Android.  I don't think it's the end of the world if we lost a little data, and
mobile often has very bad storage performance.  Also, overwriting a lot to flash
is just, in general, not a great idea.

It's not clear the data loss will be small. Chrome on Android and iOS is
commonly backgrounded immediately after the first page load or first few page
loads, and backgrounding sometimes shuts down the browser. We could investigate.
Agreed that it doesn't belong in this CL.
