Is RefPtr<DOMWrapperWorld> allowed anymore?  haraken would know.  You should
double-check with him before landing.

Currently FrameLoader and ErrorEvent use RefPtr<DOMWrapperWorld> in
/Source/core. 

haraken said "we should use RefPtr<DOMWrapper> when we store DOMWrapperWorld in
heap allocated objects..." in his CL[1] landed this month.

RefPtr<DOMWrapperWorld> is ok here. Dan and I discussed whether this should be a
RefPtr or a raw pointer and concluded that a RefPtr is slightly better
(https://codereview.chromium.org/186633002/).

In the future, I'll implement a better mechanism to wrap DOMWrapperWorld and
ExecutionContext.
