This CL broke:
FullscreenControllerInteractiveTest.EscapingMouseLock
FullscreenControllerInteractiveTest.TestTabExitsMouseLockOnGoBack
FullscreenControllerInteractiveTest.TestTabExitsMouseLockOnNavigation

Original issue's description:
