Two tweaks for asan builds

Two tweaks for asan builds

. Makes mojob.py --test pick up asan config from args.gn
. Excludes run_mojo_python_bindings_tests.py from running under asan.

I read a Python style guide, and learned that \'s are very un-preferred
(preferring to add extra parentheses instead). I'd format this like:

  if (target_os == Config.OS_LINUX and
      ShouldRunTest(Config.TEST_TYPE_DEFAULT, Config.TEST_TYPE_UNIT,
                    "python") and
      config.sanitizer != Config.SANITIZER_ASAN):

Ugh, but I guess I can live with it for now.

However, please move it to after the deepcopy() below, so that you're not
modifying the caller's config.
