Introduce new accessibility API, language().

Having this API we can test lang attribute that is reported properly.

were properly added.

Note: the two changes depend on each other, you can'd land them this way without
breaking the tree at some point.

You should land this change without the test first, then wait for Blink to roll,
then land the Chromium change, then add the layout test.

Sorry it's so annoying. There's a plan to merge Blink into Chromium soon, which
will make this a lot easier.

two related patches.
