LGTM.  I read this assuming you didn't actually change any of the logic and just
moved it to this new base class.

I forgot to mention the one significant change. I made
GrFlushToGpuDrawTarget::setDrawBuffers() do all the vertex/index adjustment.
This simplifies some logic in IODB. It never has to worry about pre/post
adjusted startVertex/Index values.
