Please format this more like the one in the infra_internal recipe. I don't know
how this crummy formatting snuck into these recipes in the first place, but I'd
rather not propagate it :)

Similarly, just use spec_type = "gclient_git_svn_spec". The string formatting is
only useful if you support a command line option to either turn on or off
setting up git-svn, like the chromium fetch recipe used to.
