This isn't technically correct, since no code under //content/common uses the
generated headers from this target (at all, let alone in public headers...I
wonder why the dependency is there in the first place, but obviously I wouldn't
try to investigate *that* in this CL).

my rationale was that:
permission_service.mojom and geolocation_service.mojom which live in
content/common include permission_status.mojom and mojo_geoposition.mojom
respectively which live in content/public/common/.

but I can split it up again although it would look less structured.
